Pipe Material Velocity Compliance Package

Calculates source-bound pipe product compliance metrics from a deterministic SSC-11 task-owned source pack. The template combines line velocity, pressure loss, pressure class, lining velocity, carbon equivalent, certificate match, support reaction, and an overall synthetic pass score.
